FCC Proposed Rule on Caller ID Legislation
The Federal Communications Commission today issued a proposed rule to
implement the "Truth In Caller ID" bill which was enacted by Congress last
year. The legislation prohibits caller ID spoofing done "with the intent to
defraud, cause harm, or wrongfully obtain anything of value." The NCISS
Legislative Committee is reviewing the proposal to assure that the proposed
regulation will not limit the use of spoofing for lawful investigations.
When the legislation was being considered in Congress, NCISS opposed the
House of Representatives version of the bill which would have applied a
broader prohibition on the use of spoofing. Congress ultimately agreed to
adopt the more acceptable version of the bill proposed by Florida Senator
Bill Nelson.
