NCISS Supports IASIR Resolution
on HR5300
Colleagues,
The International Association of Security and Investigative
Regulators (IASIR) adopted a resolution today expressing concern
about HR 5300, the ‘‘Fairness and Accuracy in Employment
Background Checks Act of 2010’’. NCISS worked with IASIR
Associate Director Lynn Oliver to help achieve adoption of the
resolution. The bill, introduced by Rep. Bobby Scott (D-VA), is
intended to improve the accuracy of the FBI’s criminal history
database. However, NCISS and other security groups are concerned
about a provision that could lead to arrest records being
dropped from the database if their disposition is not known
after one year.
IASIR members include regulators who must ascertain whether an
applicant for a security, investigative or weapons permit is
eligible under state law. It is important that the criminal
histories be complete, so that no permit is issued to an
individual pending trial for a felony.
NCISS is working with congress to amend HR 5300 to assure that
it does not undercut the value of criminal history background
checks. We applaud IASIR for its action today.
NCISS will continue to monitor and take action against any
legislation that could have an adverse affect on the
investigative and security professions.
