An Insider's Look at
Lobbying: The Sun Doesn't Come Up in the Morning Just Because
the Rooster Crows.
Larry Ross -
Ross Financial Services, Inc.
5505 Connecticut Ave, NW #284
Washington, DC 20015
You can tell that Larry Ross grew up in
Chicago from listening to him pronounce ‘roof’ (ruff) and ‘gas’
(gæz). He is a lifelong Cubs fan, though the Nats have earned a
place in his heart, too.
Larry Ross is the President of Ross Financial Services, Inc.
(RFS), a private investigative firm serving businesses,
investors, and government agencies. Larry is uniquely qualified
to team with you on complex investigations.
His principal expertise is in uncovering irregularities in
financial statements and business transactions and in tracing
ownership, assets, and cash flow through complex webs of
entities. A former tax trial attorney, Larry knows where the
bodies are buried, having experienced fraudulent shenanigans
first hand.
RFS assisted creditors have obtained recoveries that now exceed
eight figures. Larry, having testified as an expert witness in
federal court on issues involving fraud and “piercing the
corporate veil”, is a good person to have on your team.
A former U.S. House Ways and Means subcommittee Chief Counsel,
Larry uses his Washington DC know-how to tap into sources of
unique information available from Congress, federal agencies,
specialized U.S. courts and foreign embassies.
After graduating from Northwestern University and the University
of Michigan Law School, Larry joined the U.S. Justice Department
Honors Program where he litigated tax cases in major US cities.
He became Chief of the Chicago Tax Refund Docket, litigating tax
cases against such well-known Chicagoans as the Crowns, the
Pritzkers, and Tony Spilotro.
Next, Larry moved to Capitol Hill where he kept up on Chicagoans
through congressional hearings. In the Operation Haven hearings,
he found a major offshore tax evasion scheme headquartered in a
Chicago law firm. As a result of these hearings, Larry’s
subcommittee persuaded the IRS to add the “Foreign Bank Account
Question” to the tax return. Another investigation led to the
revocation of the tax-exempt status of the Central States
Teamsters Pension Fund.
After Larry left Capitol Hill, he successfully lobbied for
transition rules to the Tax Reform Act of 1986, saving his
clients millions of dollars in taxes. Larry has been a speaker
on the subject of tax legislative lobbying. The Tax Legislative
Process, FEDERAL BAR ASSOCIATION SEMINAR (available on
LexisNexis, Fed. Tax Library, TNT File, 86 TNT 47-19).
