Rick is a graduate of Lawrence University
(Appleton, WI) and received his law degree from the University
of Minnesota in 1974. In addition to his legal and management
responsibilities at Titan, Rick has been active in legislative
and regulatory matters on behalf of the Associated Guard and
Patrol Agencies of Illinois (AGPA), as well as participating in
collective bargaining and arbitration arrangements with the
Service Employees International Union, Local 1. He was one of
the co-drafters of the “Illinois Private Detective, Private
Alarm, Private Security, and Locksmith Act of 2004” and related
Rules of the Illinois Division of Professional Regulation. Rick
is currently the President of the AGPA and Chairman of its
Legislative Committee.
Prior to joining Titan in 2002, Rick practiced law with the firm
Carroll, Hartigan, Farmer & Cerney for over 25 years in downtown
Chicago, specializing in representing businesses with respect to
all aspects of their legal structure and operations (including
representation of Titan for ten years). Rick is licensed in
Illinois as Security Contractor and Private Detective, in
addition to being a licensed attorney.
