LEGISLATIVE OVERVIEW
Access to Information


Public concern for privacy has led Congress to consider several measures that would deny licensed private investigators the information needed to conduct lawful investigations. Private investigators use such information to locate individuals to fight fraud, find witnesses and others, including heirs, lost individuals and resources.

Several measures have been introduced to limit the sale and display of Social Security numbers (SSN). NCISS supports restrictions on the sale to the general public, particularly over the Internet. NCISS urges Congress to adopt the following exceptions, similar to those reported by the Senate Committee on Commerce, Science & Transportation last Congress:

. . .to the extent necessary to prevent, detect, or investigate fraud or unauthorized transactions, to verify identity, to locate missing or abducted persons or witnesses to an ongoing or potential civil or criminal lawsuit, criminals, criminal suspects, parties to lawsuits, parents delinquent in child support payments, organ and bone marrow donors, pension funds beneficiaries, missing heirs, and for similar legal, medical or family related purposes.
